This document is the second of three reports pertaining to a longitudinal evaluation of a local procurement school feeding pilot project in the Department of Nippes for the years 2015-2017. The project is supported financially by the Government of Brazil (GoB) and implemented with WFP expertise. Frequency Listing (Freq Listing) is a statistically robust methodology for identifying local leader- experts (notab) and ultimately humanitarian aid beneficiaries. It comes to us from anthropology and mathematical models for studying informal sector and non-literate cultures and rests on the premise of “Culture as Consensus.” More precisely, the premise is that, a) any given claim by someone who shares knowledge of a cultural-specific category or domain with others has a certain probability of being true, which gives way to the corollary, b) the more people who share cultural knowledge of that domain and support the claim, the more likely the claim is true.

Evaluation of Local Purchasing and School Canteen Pilot Project in Petite Riviere de Nippes. Part 1
This document is the first of three reports pertaining to a longitudinal evaluation of a local procurement school feeding pilot project in the Department of Nippes for the years 2015-2017. The project is born of the following Government of Haiti (GoH) priorities: 1) The provision of quality food services in schools through the inclusion of the private and voluntary sectors and the prioritization of a snack (breakfast) served before class opens each morning and, if funding allows, hot meal served after hours of study. 2) Support for the local economy and the production of local food through quasi-exclusive food purchases from local producers. 3) The development of the national capacities necessary for the proper management of school feeding programs, specifically requiring institutional reform and standardization of the National School Canteen Program (PNCS), coordination and management of contracts, and decentralization of program implementation through commitment of entities at the departmental and community levels, i.e. the PNCS will no longer intervene as a direct operator of school feeding.

BASELINE STUDY For GRD II (2016-2020) Leogane
The survey upon which this report is based is both and Endline Survey for the Suisse Red Cross 2012-2016 GRDI risk management project and a baseline for the 2016-2020 GRDII project elaborating on disaster preparedness and introducing ecological components, including reforestation, seed provision and selection, and agricultural cultivation strategies. This report focuses on the Baseline for the new 2016-2020 survey. The target area is five Sections in the Commune of Leogane: Cormier, Fond Doie. Fonds-de-Boudin, Palmis-a-Vin, and Petit-Harpon.

Final Report for Comparative Assessment of Livelihood Approaches Across Humanitarian Organizations in Post-Earthquake Haiti Camp Resettlements
This report focuses on an evaluation of Income Generating Activities (IGA) that accompa- nied rental subsidy programs in Haiti between 2013 and 2016. The original objectives were: 1. Evaluate the impact of supplemental support on the economic situation of house- holds. 2. Evaluate different livelihoods approaches from a quality/cost/effectiveness point of view in order to improve program performance based on lessons learned and ac- countability. 3. Feed into current reflection process of parties concerned with sustainable livelihood approaches. To accomplish the preceding, the consultants reviewed reports for humanitarian organiza- tions that provided rental subsidies, conducted 10 focus groups with beneficiaries and aid workers, and surveyed a sample of 1,399 rental subsidy beneficiaries, 1,057 of whom had received some configuration of cash and 1,005 of whom had received some form of training focusing on management of domestic budget, small business and trade strategies, adult literacy, and employment. The most significant conclusions of the report are summarized below. But first, some caveats regarding the statistical comparison of the different aid packages are in order.
